Chris Mowan, MBA, FACHE
President and Chief Executive Officer
Chris Mowan joined Medical City Dallas as President and Chief Executive Officer in July 2016. Previously, Chris served three years as CEO of MountainView Hospital, a complex teaching hospital in Las Vegas, Nevada. During his tenure at MountainView, he oversaw a $90 million facility expansion, achieved unprecedented ER growth and launched graduate medical education programs.
Chris’ career with HCA spans more than 20 years, starting with roots as a Medical City Healthcare division manager to roles as COO at Del Sol Medical Center in El Paso and as COO at Sunrise Medical Center and Children’s Hospital in Las Vegas, which was ranked as the #1 facility in Nevada by U.S. News & World Report under his leadership.
Chris is a graduate of Indiana University and holds a Master of Business Administration from Southern Methodist University. He is a Fellow of the American College of Healthcare Executives. Chris lives in Dallas with his wife, Natalie, and two daughters, Chloe and Ashley.
Joyce Soule, DNP, RN, NEA-BC, CNOR
Chief Nursing Officer, Medical City Dallas
Joyce Soule, DNP, RN, NEA-BC, CNOR, joined Medical City Dallas as Chief Nursing Officer in August 2017 with more than 20 years of nursing experience.
Prior to joining Medical City Dallas she served as Chief Nursing Officer at Wesley Medical Center in Wichita, Kansas, where she also oversaw Wesley Woodlawn, a community hospital, two off-campus emergency departments and hospital-based clinics. Joyce improved patient satisfaction scores, along with reducing-sepsis during her tenure with the organization.
Previously, she was Vice President of Surgical Services at Medical City Dallas and served in director positions at Medical City Arlington and Texas Health Harris Methodist Hurst-Euless-Bedford Hospital.
Joyce earned a Master of Science in Nursing Healthcare Administration and a Bachelor in Nursing from Graceland University in Independence, Missouri. She recently completed her Doctor of Nursing Practice (DNP) degree. She is a certified perioperative nurse and holds an advanced nursing executive board certification.
Joyce resides with her husband, Greg. They have four adult daughters, three off whom live in the DFW area. Joyce and Greg have four granddaughters and two grandsons, all whom reside in the DFW area. When not at work, she enjoys spending time with family and friends.
John Lazenby, MD
Chief Medical Officer
John Lazenby, MD, was named Chief Medical Officer of Medical City Dallas, Medical City Children’s Hospital, Medical City Women’s Hospital, Medical City Heart Hospital and Medical City Spine Hospital in June 2020.
He previously served as CMO of Memorial Hospital in Jacksonville, Florida. During his tenure, he provided leadership to the medical staff and oversaw several quality, clinical performance and service initiatives throughout the hospital.
Prior to joining HCA Healthcare, Dr. Lazenby spent five years at University of Alabama Birmingham Hospital where he served as Assistant Chief Medical Officer and Associate Professor of Medicine. Prior to joining the team at UAB, he spent 12 years in private practice in both Arkansas and Georgia.
Dr. Lazenby is board Certified in Pulmonary Disease and Critical Care Medicine. He earned his medical degree from the University of Arkansas and a Master of Business Administration from Auburn University. He has served as the Chief Executive Officer of his medical practice as well as the Chief Medical Information Officer of an acute care medical and surgical hospital. He is also a Fellow of the American College of Chest Physicians as well as a member of the American Association for Physician Leadership.
Melissa McLeroy, MBA
Chief Financial Officer
As CFO, McLeroy oversees all financial activities, including accounting and budgeting, along with operational strategies, such as forecasting, trends and planning.
McLeroy most recently served as Chief Financial Officer at Medical City Plano and Medical City Frisco. She oversaw financial performance during a significant growth period at Medical City Plano, including a new neurology tower, an expanded operating room, the addition of inpatient rehabilitation services and emergency room renovations, along with acquisition of Medical City Frisco.
Previously, she served in roles at Medical City Dallas from 2002 until 2014 as Vice President of Finance, Controller, Assistant Controller and Senior Financial Analyst.
Melissa earned a bachelor’s degree from Dallas Baptist University and a Master of Business Administration degree from Texas Woman's University.
Jay deVenny, FACHE
Chief Development Officer
Jay deVenny, FACHE, is the Chief Development Officer at Medical City Dallas. In this role, Jay supports all service line strategic development and coordinates the strategic planning process while integrating hospital operations and affiliation development. His leadership has strengthened multiple tertiary service lines including neurosurgery, orthopedics, heart and vascular, GI, oncology, bariatrics and transplantation.
Prior to joining Medical City, Jay spent seven years leading various administrative and business development roles within Baylor Health Care System. He served as director of professional services at Baylor Regional Medical Center at Plano from 2008 through 2013, where he grew scoliosis, orthopedic oncology, weight loss surgery and pain management service lines. Additionally, he opened satellite scoliosis clinics in Fort Worth and Fort Lauderdale, Florida. Jay also served as a marketing and public relations consultant and administrative resident at Baylor Regional Medical Center at Plano, championing business development and operational initiatives.
Jay holds a Bachelor of Science in Communication Studies from University of Kansas, a MBA in Health Services Management from University of North Texas and is a Fellow of the American College of Healthcare Executives (FACHE).
Jay enjoys spending time with his wife, Betsy, and two children, Hunter and Harper. He enjoys playing golf and traveling with his family.
Josh Kemph, MHA, ACHE
Chief Operating Officer
Josh Kemph is the chief operating officer (COO) of Medical City Dallas, Medical City Children’s Hospital, Medical City Women’s Hospital, Medical City Heart Hospital and Medical City Spine Hospital.
Prior to this role, Kemph served as COO at Medical City Heart Hospital and Medical City Spine Hospital, premier destination hospitals for cardiac and spine care. Under his leadership, the facilities achieved record growth and high scores for excellent patient experience, employee engagement and safety. He previously served in a dual COO role at Medical City Lewisville and Medical City Las Colinas.
Before North Texas, Kemph was the associate COO at HCA Healthcare's HealthONE Swedish Medical Center in Colorado where he was instrumental in executing strategies to drive specialty service growth, particularly in orthopedics and oncology rehabilitation. He also served at two additional HCA Healthcare facilities and in the corporate office in Nashville.
Kemph earned a Bachelor of Business Administration and a Master of Healthcare Administration from Austin Peay State University in Clarksville, Tennessee. He is a member of the American College of Healthcare Executives (ACHE).
Fausto Devecchi, MD
Assistant Chief Medical Officer of Medical City Dallas, Medical City Children’s Hospital, Medical City Women’s Hospital, Medical City Heart Hospital and Medical City Spine Hospital
Fausto Devecchi, MD, joined HCA two years ago as Physician Advisor and Physician Leader at West Florida Hospital (Pensacola, FL) where he was responsible for quality, accreditation, utilization, patient safety, coding, health Information management, revenue cycle and the development of clinical services.
He is board certified in cardiovascular diseases and clinical cardiac electrophysiology. He earned a master’s degree in business administration from Isenberg School of Management (UMass), and has certifications in Lean Six Sigma (American Society of Quality), Health Care Quality and Management (ABQARP) and Business Intelligence (HFMA). Devecchi is a Certified Physician Executive (AAPL) and he carries a specialization in Advanced Business Analytics (University of Colorado).
Dr. Devecchi graduated with honors in Medicine and Surgery at the University of Turin Medical School in Italy. He specialized in Internal Medicine at Roger Williams Medical Center at Boston University where he served as Chief Resident. While serving as Chief Fellow at the University of Iowa Hospitals and Clinics he specialized in Cardiovascular Disease. Lastly, he specialized in Cardiac Electrophysiology at Brown University. Prior to Joining HCA he spent 12 years in private practice in both Wisconsin and Indiana.
Dr. Devecchi is an active member of several societies including the American College of Healthcare Executives, the Healthcare Financial Management Association, the American Association for Physician Leadership, the American Board of Quality Assurance and Utilization Review Physicians, and the American College of Physicians.
Associate Chief Nursing Officer and VP of Adult Patient Services
Kyle Bryan serves as the Associate Chief Nursing Officer and VP of Adult Patient Services of Medical City Dallas. He began his HCA Healthcare career as a critical care nurse in 2009. Since then, he has served in progressive leadership roles, including Assistant Vice President of Acute & Critical Care Services and ACNO of Medical City Lewisville. Kyle's leadership has been instrumental in driving record high employee engagement scores resulting in decreased turnover. His stewardship in patient experience tactics and expertise in coaching and developing leaders has consistently accelerated performance in patient perception of care.
Kyle earned a Bachelor of Science in Nursing from The University of Texas at El Paso and degrees in psychology and business from The University of Texas at Arlington. He has a Master of Science in Nursing Administration from Walden University. He is board certified in Executive Administration by the American Nurses Credentialing Center and is a graduate of HCA Healthcare's Executive Development Program.
Vice President of Operations
Jennifer Ledbetter is the Vice President of Operations for Medical City Heart Hospital and Medical City Spine Hospital. In this role, she oversees cardiovascular and spine service line development and operations. She joined Medical City Dallas in 2006 as a registered nurse in our Invasive Cardiac Lab. Since then, she has served in progressive leadership roles such as Manager of Invasive/Noninvasive Cardiology, Director of Cardiovascular Services, and was most recently the Assistant Vice President of Heart and Vascular Services.
In this role, she was responsible for Heart and Vascular operations, strategic planning, business development and physician collaboration. During this time, she successfully launched and managed the partnership between Medical City Dallas and Hunt Regional Medical Center, bringing lifesaving interventional cardiology services to Greenville and the surrounding communities northeast of Dallas.
Jennifer earned her Bachelor of Science in Nursing from West Texas A&M University and a Master’s of Science in Nursing from Western Governors University.
Mary Beth Short
Vice President of Human Resources
Mary Beth Short was named Vice President of Human Resources at Medical City Dallas, Medical City Children’s Hospital, Medical City Women’s Hospital Dallas, Medical City Heart Hospital and Medical City Spine Hospital in July 2021. She brings more than 20 years of human resources experience, including more than 16 years in healthcare human resources to her position.
Mary Beth previously served as Vice President of Human Resources at Medical City Arlington, Medical City Alliance and Medical City North Hills. Prior to joining Medical City Healthcare, Mary Beth held human resources leadership positions at Medsynergies, Texas Health and Baylor Health Care System.
Mary Beth is a Navy veteran. She earned a Bachelor of Science in Business Studies, Human Resources Management from New Hampshire College and a Master of Business Administration from Texas Woman’s University.
Carson Smith is the Assistant Administrator at Medical City Dallas. Previously, he served as a Medical City Healthcare Administrative Resident. He assisted with strategy, operations, throughput, data analytics and business development at Medical City Arlington, Medical City Fort Worth, Medical City Plano and Medical City Dallas. Carson holds a Master of Science in Health Care Administration from Trinity University, along with a Bachelor of Arts in Political Science, with minors in Business Management and Latin American Sciences, from University of Arkansas.
