Jessica O'Neal, MHA

Chief Executive Officer, Medical City Children's Hospital

O'Neal was named chief executive officer of Medical City Children’s Hospital and Medical City Women’s Hospital Dallas, in December 2018.

From 2016 to 2018, O’Neal served as chief operating officer of the 515-bed West Florida Hospital in Pensacola, Fla. Under O’Neal’s leadership, pediatric specialty care network services and providers were integrated into West Florida Hospital’s delivery system and she launched a wide spectrum of pediatric services including orthopedics, cardiology, pulmonology, ENT, GI, urology and imaging services.

O’Neal previously served as VP of operations and chief operating officer of Methodist Dallas Medical Center, where she oversaw surgical services, oncology, neurosurgery, cardiology, radiology, weight management, respiratory therapy, food services, environmental services, physical plant, the GI lab, communications, police and volunteer services.

O’Neal holds a Master of Science in Health Care Administration from Trinity University and a Bachelor of Science in Nutrition/Dietetics from Texas Christian University.

Jim Allard, DNP, RN, NEA-BC

Chief Nursing Officer, Medical City Children’s Hospital

Jim Allard, DNP, RN, NEA-BC, joined Medical City Children’s Hospital and Medical City Women’s Hospital Dallas as Chief Nursing Officer in March 2020.

Allard, who has been with HCA Healthcare since 2013, previously served as Assistant Chief Nursing Officer at Clear Lake Regional Medical Center, part of the HCA Gulf Coast Division. His appointment was a return to Medical City Children’s Hospital, where he previously served as director of pediatric services.

Allard also worked in several leadership roles at The Women’s Hospital of Texas. He earned his Doctor of Nursing Practice degree from Texas Christian University and a master’s degree in nursing administration from the University of Texas at Arlington.

John Lazenby, MD

Chief Medical Officer, Medical City Children's Hospital

John Lazenby, MD, was named Chief Medical Officer of Medical City Dallas, Medical City Children’s Hospital, Medical City Women’s Hospital, Medical City Heart Hospital and Medical City Spine Hospital in June 2020.

He previously served as CMO of Memorial Hospital in Jacksonville, Florida. During his tenure, he provided leadership to the medical staff and oversaw several quality, clinical performance and service initiatives throughout the hospital.

Prior to joining HCA Healthcare, Dr. Lazenby spent five years at University of Alabama Birmingham Hospital where he served as Assistant Chief Medical Officer and Associate Professor of Medicine. Prior to joining the team at UAB, he spent 12 years in private practice in both Arkansas and Georgia.

Dr. Lazenby is board Certified in Pulmonary Disease and Critical Care Medicine. He earned his medical degree from the University of Arkansas and a Master of Business Administration from Auburn University. He has served as the Chief Executive Officer of his medical practice as well as the Chief Medical Information Officer of an acute care medical and surgical hospital. He is also a Fellow of the American College of Chest Physicians as well as a member of the American Association for Physician Leadership.

Josh Kemph, MHA, ACHE

Chief Operating Officer

Josh Kemph is the chief operating officer (COO) of Medical City Dallas, Medical City Children’s Hospital, Medical City Women’s Hospital, Medical City Heart Hospital and Medical City Spine Hospital.

Prior to this role, Kemph served as COO at Medical City Heart Hospital and Medical City Spine Hospital, premier destination hospitals for cardiac and spine care. Under his leadership, the facilities achieved record growth and high scores for excellent patient experience, employee engagement and safety. He previously served in a dual COO role at Medical City Lewisville and Medical City Las Colinas.

Before North Texas, Kemph was the associate COO at HCA Healthcare's HealthONE Swedish Medical Center in Colorado where he was instrumental in executing strategies to drive specialty service growth, particularly in orthopedics and oncology rehabilitation. He also served at two additional HCA Healthcare facilities and in the corporate office in Nashville.

Kemph earned a Bachelor of Business Administration and a Master of Healthcare Administration from Austin Peay State University in Clarksville, Tennessee. He is a member of the American College of Healthcare Executives (ACHE).

Fausto Devecchi, MD

Assistant Chief Medical Officer of Medical City Dallas, Medical City Children’s Hospital, Medical City Women’s Hospital, Medical City Heart Hospital and Medical City Spine Hospital

Fausto Devecchi, MD, joined HCA two years ago as Physician Advisor and Physician Leader at West Florida Hospital (Pensacola, FL) where he was responsible for quality, accreditation, utilization, patient safety, coding, health Information management, revenue cycle and the development of clinical services.

He is board certified in cardiovascular diseases and clinical cardiac electrophysiology. He earned a master’s degree in business administration from Isenberg School of Management (UMass), and has certifications in Lean Six Sigma (American Society of Quality), Health Care Quality and Management (ABQARP) and Business Intelligence (HFMA). Devecchi is a Certified Physician Executive (AAPL) and he carries a specialization in Advanced Business Analytics (University of Colorado).

Dr. Devecchi graduated with honors in Medicine and Surgery at the University of Turin Medical School in Italy. He specialized in Internal Medicine at Roger Williams Medical Center at Boston University where he served as Chief Resident. While serving as Chief Fellow at the University of Iowa Hospitals and Clinics he specialized in Cardiovascular Disease. Lastly, he specialized in Cardiac Electrophysiology at Brown University. Prior to Joining HCA he spent 12 years in private practice in both Wisconsin and Indiana.

Dr. Devecchi is an active member of several societies including the American College of Healthcare Executives, the Healthcare Financial Management Association, the American Association for Physician Leadership, the American Board of Quality Assurance and Utilization Review Physicians, and the American College of Physicians.

Mary Beth Short

Vice President of Human Resources

Mary Beth Short was named Vice President of Human Resources at Medical City Dallas, Medical City Children’s Hospital, Medical City Women’s Hospital Dallas, Medical City Heart Hospital and Medical City Spine Hospital in July 2021. She brings more than 20 years of human resources experience, including more than 16 years in healthcare human resources to her position.

Mary Beth previously served as Vice President of Human Resources at Medical City Arlington, Medical City Alliance and Medical City North Hills. Prior to joining Medical City Healthcare, Mary Beth held human resources leadership positions at Medsynergies, Texas Health and Baylor Health Care System.

Mary Beth is a Navy veteran. She earned a Bachelor of Science in Business Studies, Human Resources Management from New Hampshire College and a Master of Business Administration from Texas Woman’s University.

Gabby Underwood, MS, BSN, RN, CPHQ

Gabby Underwood joined Medical City Dallas and Medical City Children’s Hospital as Vice President of Quality and Patient Safety in December 2020.

Gabby has over 25 years of healthcare experience. She previously served as the VP of Quality and Patient Safety at Medical City Fort Worth. There, she led a team who successfully implemented various quality improvement protocols and initiatives during her tenure which have led to vast improvement in quality rankings, metrics and overall patient safety. During her tenure, she achieved many notable accomplishments including: a Leapfrog Grade A Safety Rating for four consecutive quarters – only one in Fort Worth medical district; 14 months consecutively of top decile performance for complications and mortality; successful quality reaccreditation surveys including Comprehensive Stroke Certification, Chest Pain and Spine Surgery; and increased compliance rates for Enhanced Surgical Recovery process in conjunction with surgical services.

Gabby holds a Master of Science in Management from Texas A&M University and a Bachelor of Science in Nursing from the University of Texas at Arlington.
